Is information security management the same as cybersecurity management?

Nope.

Cyber security management is all about protecting the security of your organization, and protecting your data. Protecting its integrity, making sure it remains confidential, and limiting the unauthorized access to the information that you're in charge of protecting.

Information security management: well that's very different.

Information security management is about protecting the integrity of your data, protecting it's accessibility and maintaining it's accessibility and protecting generally how that information is stored, held and maintained so that you avoid accidents and you prevent accidents, you prevent incidents, and you prevent that data being corrupted.

So it may relate to your commercially confidential information and how people access and maintain that inside your organization.

Yes, it does touch on cybersecurity but they are two very different things.
